The "Delta" bracket is used to attach a pair of stabilizers to the rear of the tractor if no mounting plates are available on the tractor. The stabilizers and delta bracket turn the 3-point hitch into a rigid support system for the boom arm mower, and help to ease the side load stress when the mower is at full reach.
